Pools & Landscapes in Mesa

Building a Pool in Mesa

Mesa sits directly north of Gilbert, and it behaves like several cities in one. West Mesa's Dobson Ranch was built between 1973 and 1999 around seven man-made lakes, where an existing pool may be ready for a second life. Out east, Eastmark has grown on the former General Motors Desert Proving Ground, where newer homes are getting their first pool.

The City of Mesa's Development Services department issues construction permits, reviews plans and performs inspections, and it publishes its own pool and spa barrier requirements. We include the engineering and barrier details in the permit set, so inspections line up with the build schedule.

Northeast Mesa adds another layer. Many Desert Uplands subdivisions, a long list of them in Las Sendas, fall under the city's standards for building envelope lots, which define where you can build and disturb the desert. There we design inside the envelope from day one.

Design Notes

What Mesa Yards Ask For

The right design changes a lot between a 1970s lake lot and a new desert homesite.

Second Lives for Older Pools

Older Mesa pools often have a sound shell under tired plaster, tile and equipment. A remodel brings new finishes, a reshaped entry, a sun shelf and Pentair automation with far less digging than a new build. Our hard water guide explains that white crust on the tile.

Design Inside the Envelope

On Desert Uplands building envelope lots in Las Sendas and nearby subdivisions, the buildable area is drawn before we ever arrive. We set the pool, deck and walls inside that line and use native plantings to stitch the edges back into the desert.

Turn Toward the Mountains

From much of northeast Mesa, Red Mountain and the Usery range fill the horizon. We orient seating, fire features and the long axis of the pool toward that view and keep the lighting low, so the evening skyline stays the main event.

Where We Work

Mesa Neighborhoods We Serve

Four very different communities, each with its own association and character.

Eastmark

A 3,200-acre master plan on the former GM Desert Proving Ground in southeast Mesa. Many homes here are newer, which often means a first pool and a backyard to plan from scratch.

Las Sendas

East Mesa's master plan in the Usery Mountains, with its own architectural guidelines and Desert Uplands envelopes on many lots. Natural stone and native plants suit the terrain.

Red Mountain Ranch

A northeast Mesa community from 1988, built around a lake and a Pete Dye golf course. Mature lots here make strong candidates for a remodel or an outdoor living addition.

Dobson Ranch

West Mesa's lake community, built from 1973 to 1999 with seven man-made lakes fed by SRP water. Established yards here tend to start with a remodel conversation.

Good Questions

Questions From Mesa Homeowners

Who issues pool permits in Mesa?

The City of Mesa. Development Services handles permits, plan review and inspections, and publishes pool and spa barrier requirements. We prepare the engineering and barrier details and manage the submittal.

What are Desert Uplands building envelopes?

Mesa applies Desert Uplands standards to building envelope lots in listed northeast Mesa subdivisions, many in Las Sendas. The envelope marks where construction and disturbance can happen, and the pool, deck and walls go inside it.

Should I remodel my Dobson Ranch pool or build new?

If the shell and plumbing are sound, a remodel is often smarter: new interior finish, tile, coping, steps and equipment. If the pool is too small or in the wrong spot, a new one may be worth it. We assess it on site.

Do Mesa HOAs review pool plans?

Most master-planned communities do. Las Sendas publishes architectural guidelines, and Red Mountain Ranch and Dobson Ranch both have community associations. We submit to the HOA while the city permit is in review so the schedule stays tight.

Can you build on a sloped desert lot in northeast Mesa?

Yes. Grade changes call for engineering, retaining walls and careful drainage, and a raised spa or terraced deck can turn the slope into the best part of the yard. It all goes into the permit set.
